Elections

PN
welcomed the two new councillors – Jula Pratt & Belinda Dugdale to the
council. PN
was proposed as Chairman by KN and seconded by TB. He was elected unopposed.
KN was proposed as Vice-Chairman by JC and seconded by PN. KN was elected
unopposed. PN, prior to being elected, informed the council that owing to
work and holiday commitments that he would be unavailable for council
meetings during the months of June, July & September. JP
was proposed by KN and seconded by PNas the Village Hall Committee
representative and BD was proposed by JC and seconded by PN as the Everdon
Field Centre representative. Both elected unopposed. It
was agreed that as KN was a member of the Village Hall committee that only
one representative (JP) was needed from the council. SH to write and confirm
this to Ron Parrott as Chairman of the Village Hall committee |

1.Matters arising
|
1.1 Access
to Mrs Balderson’s Property It was confirmed that the Barwoods do not own the access lane (known as
The Derry). KN to complete a SIM form for the land registry in Leicestershire
to confirm if The Derry has been registered at a cost of £2. If the land has
not been registered, then it is possible for Daventry District Council to
apply to register the land. 1.2 Bus
Shelter PN confirmed that the cost of erecting a bus shelter would be £5k. As
the parish council has not got the money to fund this within this year’s
budget, PN to investigate local community grants. If EPC are unable to secure
funds, then the cost of building a bus shelter will be built into next year’s
precept (budget). PN to write to Mrs Southam with an update. 1.3 Confusion
over Everdon Industrial Estate It is a road named Everdon Park on Drayton Fields Industrial Estate
which is causing the confusion with the satellite navigation systems of some
lorries. Everdon Industrial Estate does not exist and therefore a road sign
is not the solution. It was agreed that SH would visit Drayton Fields
Industrial Estate to ascertain which businesses were located on Everdon Park
Rd and write to the businesses requesting them to highlight the possible
confusion to their suppliers when using a satellite navigation system. 2. Coventry Airport
– Revision of Noise Preferential Routes PN had contacted the consultants Jones Day and ascertained that the
proposed flight paths going north and south to and from Coventry Airport
meant that aircraft would be flying over Everdon. PN has requested further
information re height of the aircraft and Coventry Airport’s Noise Reduction
policy but had not yet received either piece of information. PN has also
contacted Tim Boswell stating that EPC are not in favour and also complaining
re. insufficient information. It was agreed that the papers would be
circulated in the correspondence folder and discussed at the next meeting as
the deadline for feedback has been postponed to 9 June. 3. Annual Parish
Meeting The annual parish meeting was postponed due to the elections. It was
agreed that the annual meeting would be held at 7pm on Monday 12 June prior
to the normal parish council meeting. KN to organise flyers to advertise meeting to parishioners |

6.1 NALC Audit Service It was agreed at the last meeting that this service was needed and a
cheque needs to be raised |

6.2 NALC Training
Programme SH is pursuing a bursary which covers 75% of her training costs.
Training courses that SH would like to attend are a finance course (follow up
to New Clerk’s course), planning & a course on budgets/precepts. |

8. Reports from

8.1 Highway Matters 8.1.1 Drainage Problems on Fawsley/Newnham Rd A letter has been received from Atkins stating that :- ·
The gullies
would be inspected at the end of each month ·
Unable to
give a date for when Mr Tarry would be digging out the ditches. NCC’s
enforcement officer would have to pursue this matter if Mr Tarry proved to be
uncooperative. ·
Once Mr
Tarry has completed the ditch work, Atkins will programme works to repair the
defective drains, hopefully, within this financial year. SH to write to Mr Jeff Tarry at Little Preston with copy of the Atkins
letter 8.1.2 Dustbins John Ford has raised the issue about how the dustbins are left
scattered around and also the amount of litter that is dropped. SH to
ascertain if Farthingstone has a similar experience or if it is isolated to
Everdon & to write to DCC 8.1.3 Maintenance of Snorscombe Lane & Mantles Heath Rd Mr Libby has copied EPC on a letter he has written to Atkins regarding
poor state of repair of the above two roads |

8.2 Grass Mowing Cheque for the sum of £380.31 has been received, to cover grass cutting. |

8.3 Rights of Way It was agreed that footpaths would be assigned to individual
councillors to monitor at the next parish meeting. KN to ascertain what the
procedures/requirements are for reviewing the footpaths TB to bring spare copies of the ordnance survey maps to next parish

10. AOB
It was unanimously
agreed that John Ford should be thanked for his years of service to the council
with a gift and letter. KN to organise a gift & PN to write a letter on
behalf of the Parish Council.
