Minutes of the Meeting held on 7 March
2006
Two
amendments were made to the minutes – Marriotts farm Barn Dwelling planning
approval had been added and the heading was changed to Everdon Field Centre
from Everdon Village Hall. The minutes were then signed as a true record of the
meeting.
1.Matters arising
|
1.1 Access
to Mr & Mrs Balderson’s Property It was confirmed that the Canons do not own the access lane (known as
The Derry) and thought it was an unadopted road. They also confirmed that the
whole access would need tarmac as there would not be enough room for a
footpath. It is believed that the access belongs to the owners of the field and the owners are thought to be the
Barwoods. SH to talk to Liz Barwood to ascertain if this is true Whilst the Land Search Office had confirmed to the previous clerk that
The Derry was an unadopted road, it is thought there is a register against
it. KN to search the Land Charges Registry at Plymouth. The Council were
reminded that until this access is sorted, Mrs Balderston cannot leave her
property. 1.2 Bus
Shelter PN confirmed that the bus service is to continue running and that
Daventry District Council were not interested in funding the bus shelter. The
cost to build a bus shelter would be £2000 - £5500 and it was likely to be
the upper end of this figure if a wooden shelter was built. PN had also tried
to get hold of NALC but had not been successful. Everdon Parish Council do
not have the funds in this year’s budget to fund a bus shelter but could
build it into next year’s budget. PN to follow up funding issue with NALC and
also Carol Morgan (WI) as they had suggested they might be able to contribute
to the cost. 1.3 Right of Ways -

Website It was agreed that the agenda and minutes of the parish council meeting
would be posted on the website. SH to email the minutes for march’s meeting
to JM. It was also agreed that voting information for the forthcoming election
on 4 May should be posted on the website in particular the closing date for
postal votes |

District Council Annual Parish & Town Council Meeting This year’s Meeting has been arranged for Monday 19 June 2006 at 6.30pm
in the Council Chamber, Civic Offices, Lodge Rd, Daventry. A maximum of 2
representatives can attend and a formal invitation will be sent out nearer
the time. |

Minutes SH stated that she had over 17 years of minutes and these should be
bound and sent to Northampton Records Office. This would mean some additional
costs as it cost £35 to bind a volume of minutes. In addition, SH should keep
the minutes in a lockable file. It was agreed that SH should go ahead and
recognised that there may be extra costs for the first couple of months. |

7. Reports from

7.1 Highway Matters 7.1.1 Drainage Problems on Fawsley/Newnham Rd In JF’s absence, SH raised this issue as this was a continuing problem
because the source of the water was not just Tarry’s spring but also the
three defective drains in the road. The problem is only evident after any
rainfall so it was thought Atkin’s monthly inspection was pointless unless it
coincided with a rain shower. SH to draft a letter to Atkins (from PN as
Chairman) raising the problem and also asking for a schedule of works 7.1.2 Confusion re Everdon Industrial Estate In JF’s absence SH reported that drivers of lorries using navigational
systems are confusing the village of Everdon with Everdon Industrial Estate
in Daventry. This has recently resulted in the triangular green at the top of
the village being damaged and is also creating unwanted noise and a potential
safety hazard. SH to write to DCC to raise the matter with them. PN to
contact the Highways Agency and also the StreetDoctor Website re. repairing
the green. |

7.2 Grass Mowing Letter received from Atkins confirming that the sum of £380.31 would be
contributed to the parish’s grass cutting expenses. SH has requested that the
cheque be sent to her rather than previous clerk but has not yet received it. |

7.6 Everdon Field
Centre JC stated that an extraordinary meeting was held and that it is almost
certain funding from DCC will be withdrawn from the Centre although this has
not yet been officially confirmed. In the event of funding being withdrawn,
the Centre would need to be self supporting and £100k would have to be found
to run it. This would mean tripling the fees but as the dormitories need to
be improved, it was not feasible to triple the fees. Various options are
being investigated such as Trust Status and a further meeting will be held in
June 06. |

Election on 4 May Ten nominations had been received so there would be an election. DCC
had asked if polling cards were required at a maximum cost of 35p per card.
