Minutes of the Meeting of the Full Council held on

7 November 2006 at 7.00pm in Everdon Village Hall.

Declarations of Interest
1. KN declared an interest in Copper Beech Barn planning application as a neighbour

 

 Parish Plan

2. Kathryn Smith, Rural Officer from ACRE attended the meeting to discuss producing a parish plan. It was agreed that the next step would be to ascertain parishioners’ interest in producing a parish plan by including an item on it in the village newsletter with a tear off slip for parishioners to return.

The meeting was adjourned at 7.23 pm for parishioners’ time. The meeting re-opened at  7.25pm.

Matters arising

 

4. Access to Mrs Balderston’s Property

KN & PN to visit the property to ascertain the boundaries before submitting SIM form. This is now urgent

5. It was agreed that the Parish Council were not in favour of funding a parish constable as it was felt that the number of hours (approx. 2 hours per week ) that  a parish constable particularly one shared with other parishes,  would be able to devote to the village would not make a significant difference. SH to inform Badby Parish Clerk

Proposed Changes to the Postal Service

6. The Chairman to write a letter of support for the existing postal service arrangements  to David Ball and copy to the district Councillors, the local MP and the village postwomen.

Decision to be made on funding for Everdon Field Centre today

 

Highway Matters

14.  Fawsley Road

Drains on the right have been fixed satisfactorily. However, only 25% of the water is going into the drains on the left. It was believed this was partly to do with the camber of the road. It was also noted that the 2 drains at the bottom were not working.

19. Audit Report

The internal auditor reported that a councillor should be appointed to review the financial records kept by the RFO. It was agreed that this would be KN.

 

20. Accounts 06/07 Update & Bank Reconciliation

These showed that the current balance held by the Council is £5306


21. Budget/Precept

A draft budget is to be brought to the next meeting. It was agreed that funding needed to be allocated for the proposed bus shelter and additional grass cuts (with David Grainger).
