Minutes of the Parish Council Meeting held on 12 June 2006

BD requested two amendments to the item on Everdon Field Centre. The increase in prices is from April 07 not March 07 and this is due to the possible loss of all the funding or a significant reduction in funding. The minutes with these amendments were then signed as a true record of the meeting.

 

1.Matters arising

 

1.1 Access to Mrs Balderson’s Property
PN/KN to visit site to ascertain precise boundaries of the access before submitting SIM form to land registry. SH stated that the council did not have the power to undertake work on the access road unless it was a public highway.

4. Clerk’s Report

               

4.1 Everdon Field Centre

Letters had been received from both Everdon Field Centre and Northamptonshire County Council regarding the future of Everdon Field Centre. Everdon Field Centre was asking for support from the Council over the issue of their possible loss of funding. Northampton County Council’s was a consultation document. After discussion, it was agreed that both Tony Kidd (from Everdon Field Centre and David Atkinson (Senior Education Officer) would be invited to the next parish council meeting so that council members could hear both party’s views. The meeting to commence ½ hr earlier (at 7pm) to allow adequate time for the discussion. It was also agreed that a flyer been sent round the village to inform parishioners of the meeting and a time to be allocated on the agenda for parishioners to express their views. SH to invite Tony Kidd & David Atkinson to the meeting.

 

It was also agreed that the parish council would send a letter of support addressed to schools that use Everdon Field centre encouraging them to continue using the centre. SH to draft and KN to sign.

4.2 Parish Plan Guide
A grant of up to £3000 is available for developing Parish Plans from Northamptonshire ACRE. SH to invite the relevant rural officer to the November meeting so that members can find out more about the grant funding.

4.3 Northampton General Hospital – Foundation Trust

Northampton General Hospital is applying for Foundation trust status and has sent out a consultation document. TB to respond

4.4 Atkins Survey

4.5 NALC Annual General Meeting – 17 October 2006
SH & KN to attend as representatives of Everdon Parish Council

4.6 NALC Training Sessions

KN to attend training session on the Code of Conduct on 16 November. SH to book his place

SH to attend New Clerk’s Surgery on 10 October. No-one able to attend the session on precepts & budgets as date clashes with parish council meeting.

4.7 NALC National Conference & Exhibition
This takes place at the Adelphi Hotel in Liverpool from 22 – 24 September

 

 

 

4.8 DDC – External Funding officer

DDC now has a designated External Funding Officer (Beverley Horner) to help identify potential funding sources & advice for applications for grants

 

 

 

4.9 Byway Survey

JC to complete. JC subsequently confirmed post meeting that the survey was not relevant as the parish has no byways.

4.10 Standards Committee

SH stated that a complaint had been made against 4 members of the council. Two had been exonerated but further investigations were continuing for 2 council members

6.1 Highway Matters

6.1.1 Drainage Problems on Fawsley/Newnham Rd

No reply has been received within the timescale specified by the Parish Council from Moira Tarry/Goodwin although Mr Tarry rang JC and stated that the problem was further down the road. SH to chase for a reply.

6.2 Rights of Way

6.3 Grass Mowing
FYI the verges are cut by David Grainger and the green is cut by GCN. David Grainger responded to our letter expressing dissatisfaction at the quality of grass cutting stating the reason that other parish councils had 10 – 14 cuts per year whilst Everdon only had 5 cuts. SH to speak to David Grainger to ascertain who these parish councils are and check with the parish clerk (of a couple of them) that this makes a difference. It was thought by some members of the council that we should be having 7 cuts per year. SH was asked to also clarify this with David Grainger.

.JP stated that the play was not going to be done this year and that the committee were looking for suggestions for an alternative. JC to include this information in Everdon column in the Daventry Express. The Fish Supper is going ahead.

7.2 Accounts 2005/6
The accounts for 05/06 were approved at the meeting and it was agreed that they could now be submitted to the auditor..

 

8. AOB

8.1 SH reported that a parishioner had raised a concern re. the lime tree outside The Gables. It is obstructing the view of the road and creating a potential hazard.

 

 

8.2 JC thanked the council on behalf of Everdon Fete Committee for the use of the Green

 

8.3 Concern had been raised over car parked by no 1 Long Row Cottages as it was causing an obstruction partly due to vegetation encroaching the path. TB had discussed with the relevant party. KN to make discreet enquiries re. situation

Next meeting is to be held at 7.00pm on Tuesday 3 October in the Village Hall (Please note the earlier start – this is to allow NCC and Everdon Field Centre representatives to attend)
