1.Matters arising

 

1.1    Access to Mrs Balderson’s Property
PN/KN to visit site to ascertain precise boundaries of the access before submitting SIM form to land registry

1.2    Bus Shelter
SH confirmed that bus shelter from another parish was not available. PN stated that he had been unable to find other sources of funding so the cost of a bus shelter would need to built into next year’s precept. He also confirmed that planning permission was not needed for a bus shelter.

 

1.3    Confusion over Everdon Industrial Estate

SH has written to 10 companies re. possible confusion with Everdon village when satellite navigation systems are used to locate these companies. Hopefully this will resolve the problem.

4.2 Change in Format of Agenda

SH advised members that any matters under AOB could only be discussed and therefore no decisions could be taken (as they would not have been publicised to the parish at large). Therefore, it was requested that any items to be included under AOB to be sent through to SH a week before the meeting.

SH is in the process of ordering a new copy of the above as 7th edition now available. Our copy is the 4th edition and therefore out of date.

6. Reports from Councillors

 

6.1 Highway Matters

6.1.1 Drainage Problems on Fawsley/Newnham Rd

BG stated that the land in question was owned by Moira Tarry/Goodwin and not Jeff Tarry as originally thought. SH to write to Moira enclosing copy of Atkins letter and requesting a reply within 4 weeks.


6.1.2 Dustbins
KN has spoken to John Ford who believes that things have improved and therefore the incident in question was a one off occasion.

6.1.3 Untaxed Cars
A parishioner had reported that there were 2 untaxed cars parked in the car park by the council houses in Stubbs Rd. Whilst it was identified that this was really a police matter, PN wanted to talk to the owners of the cars first before involving the police. MP offered assistance to the owners in moving the cars if required.

6.2 Rights of Way

Three Footpaths were re-assigned due to change in councillors. These were as follows:-

6.3 Grass Mowing
MP expressed dissatisfaction again at quality and frequency of grass mowing. Letter is only just being sent. SH to find contract so it can be reviewed and tightened up (specifying when cuts should take place)

6.4 Everdon Field Centre

BD attended meeting and reported EFC has sent out questionnaire re price increases to which schools’ reactions have been mixed. Bunk beds and shower facilities need to be improved. EFC to produce a business plan for September meeting. Charges will be increased from April 07 due to possible loss of funding (94K) or a significant reduction in funding and these charges are likely to be significant.

Accounts 2005/6

SH gave out copies of the accounts for 2005/6 but stated that there was a discrepancy of approximately £40 but that she had not been able to confirm the audited brought forward figure for last year or the interest payment. She had arranged a meeting with the NALC internal auditor for 17 July to assist in sorting out the discrepancy.  SH also stated that it was likely that there would be two payments for NALC’s audit service this year for tax year 2005/6 and also for the next tax year 2006/7. This was due to the fact that no payment had been made to NALC last year for the tax year 2005/6.

It was agreed that SH should be the RFO for the parish council and also that she could spend up to £50 without the prior approval of the council.

8. AOB

8.1 PN stated that he intended the council to be more proactive in the future. He saw producing a parish plan as way to identify the key objectives of the council in terms of environment, trees, interest groups etc. He intended to start work on this in September

8.2 Problem with overhanging cherry tree at Red Lion Cottage and also Mrs Koch’s property. PN tried to see them but they had been on holiday. He will try again

8.3 Concern had been raised over car parked by no 1 Long Row Cottages as it was causing an obstruction partly due to vegetation encroaching the path. TB to discuss with relevant party
