Minutes of the Meeting of the Full Council held on

9 January 2007 at 7.00pm in Everdon Village Hall.

21 parishioners were also present.

 

1. Bus Service

 Two representatives from Stage coach attended the meeting. Two issues emerged from the discussion on the changed timetable –parishioners wanted a hail & stop service and also an early bus for people to be able to get to college and work in Daventry. The representatives agreed to the hail & stop service and would discuss the requirement for an early morning bus with their MD. A response would be given to the relevant parishioners by Friday 12 January 2007.

 

As a result of the above discussion, it was agreed that as the villagers wanted a hail & stop bus service, there was no requirement for a bus shelter as there would not be a designated bus stop. Stagecoach were only able to confirm a continued bus service for a year..

 

 

2. Declarations of Interest

 M Pell & K Nichols both declared an interest in the Copper Beech Barn planning application.

3. Minutes

The minutes for the meeting on 4 & 13 December  2006 were signed as a true record of the meetings.

 

4.Matters arising

 

3.1  Access to Mrs Balderston’s Property

KN ascertained that the access appeared to be unregistered land but would ring the land registry to double-check

5. Parish Plan

Only 3 slips were returned by parishioners expressing an interest in producing a parish plan. It was therefore agreed by that a parish plan was not of great interest to the villagers. PN agreed to look into the issues raised by the villagers who had returned a slip

6. Proposed Changes to the Postal Service

The Chairman has written a letter of support for the existing postal service arrangements to David Ball, the district Councillors, the local MP and the village postwomen.  No response has been received. PN to chase for a response

Pear tree to be pruned & leylandii to be removed

New Farm, Fawsley Rd - a site visit was held with planning department . As a result of this, the parish council have made the following comments – that they did not wish to see a drive or house lit at such a high level of intensity and asked what could be done to ensure that the accommodation remains a holiday let..

Copper Beech Barn planning application has been recommended for approval.

 8. Clerk’s Report          

 

Rescheduled meeting with DDC, NCC & Northamptonshire Police – 16 January 2007. No councillors expressed an interest in attending.


Local Government White Paper “Strong & Prosperous Communities” Conference is to be held on 24 May 2007 (4pm)

 

Training - KN & SH are booked onto the Planning course on 6 February.

9.2  Everdon Field Centre

The Centre has been allowed to continue with a reduced subsidy until September 2007 to allow it to prove that its business plan is viable

All paperwork completed to carry out work to raise the canopy of the tree.  M Pell has kindly agreed to carry out this work free of charge

 

9.3.2 Parking at Long Row Close

9.4 Grass Mowing

PN reported that we need to find a new contractor as David Grainger is focussing on the schools market. SH to contact  potential contractors for quotes. Possible contractors are GCN, David Banner at Heyford (MP to provide contact details) and contact via Peter Bowman.

Next meeting is to be held at 7.30pm on Tuesday 13 February in the Village Hall
