Minutes of the Meeting of the Full Council held on

1 May 2007 at 7.30pm in Everdon Village Hall.

1. Election of Officers

PN was elected unanimously as Chairman. It was agreed to defer the position of Vice Chairman until the next meeting as KN was not present. JP was elected as the council representative for the Village Hall Committee and BD was elected as the Everdon Field Centre representative. SH to bring list of footpaths and their assignees to the next meeting.

3. Minutes

The minutes for 2 April were signed as a true record of the meeting. The minutes of 16 April 2007 were amended to show that JC had not been present and were then signed as a true record of the meeting.

 

4. Matters arising

4.1  Access to Mrs Balderston’s Property

KN has written to Atkins to ascertain ownership of the land. He has not heard anything and so will chase

4.2. Proposed Changes to the Postal Service

PN has still not heard anything.

4.3 Bus Service

SH has contacted Stagecoach regarding the outcome of the meeting with the

Stagecoach Representatives, but is waiting a response.    SH chased but now appears to have the wrong telephone number and cannot find the correct one despite ringing directory of enquiries.

4.4 Village Maintenance

John Robinson from Atkins has visited to discuss essential maintenance. As a result of this visit, the following actions were agreed:

a)DDC to write to Moira Goodwin re. ditch at Pidgin Gap.
b)DDC are not interested in adopting The Derry as a highway

c)JR to arrange repair of the steps in Stubbs Rd
d)PN to revisit planting trees in the bank on Stubbs Rd as residents are now interested in doing this.

e)PN has written to the Engineering Dept about having a weight limit on the bridge
f)PN investigating possibility of adding a kerb to the Green.

6. Clerk’s Report          

7.1 Training

SH requested any receipts for the training courses below to be passed onto her.

JP & RG to attend the training session “Off to a Flying Start” (for new councillors) on 29 May from 7 – 9.15pm

 

KN to attend the training session “Role of Chairman” as on 23 May 07 from 7 – 9.15pm


7.2 Fete – Use of Greens Request

SH to write to Fete Committee to confirm that permission has been given for the  greens to be used for the annual village fete


7.3 Accessing Green Space Open Day – 12 May

PN to attend


7.4 Police attendance @ parish council meetings
SH to write and suggest that they attend the AGM (date to be decided)

7.5 New Model Code of Conduct
This has been issued and include in the correspondence folder

7.6 Ad for New Clerk

Ad for new clerk has been placed in Daventry Express. SH to put copy of ad on the notice board. JC to include information on it in her column in the Daventry Express.

 

PN thanked Sarah for her contribution as clerk and handed over a gift of a painting of Suttons.

 

8. Reports from Councillors

8.1  Village Hall

 Nothing to report

 

8.2  Everdon Field Centre

BD reported that whilst bookings were looking good, there were still some weeks to fill.

EFC therefore need to increase their revenue by diversifying and looking at various ideas

Including offering day courses, courses in the summer holidays and also courses for

pre-school. EFC are also recruiting a temporary person to replace M. Griffin as she

is not expected to return for some time.

 

8.3 Highway Matters

 

8.3.1 Spring @ Pidgin Gap

According to John Robinson (Atkins) the movement of springs is a common feature. In view of the fact that the spring developed during exceptionally rainy conditions, PN proposed that the Council wait to see what happens over the coming months. In the meantime, JR is writing to Moira Goodwin re. ditch (see point


8.3.2 Crater in Everdon-Fawsley Rd (by New Farm)

The hole has now been filled in.

8.4 Grass Mowing

SH discussed the complaint (regarding the cuttings left on the footpath adjoining the bank in Stubbs Rd) with GCN. Apparently the complaint was made whilst GCN had returned to his van (parked at the other end of the village) to get the necessary equipment to clear the footpath.

9.2  Accounts 06/07 Update & Bank Reconciliation

These showed that the current provisional balance (as a bank statement has not been received) held by the Council is £5305 (as at 30 April 2007)

10. Date of Next Meeting

The next meeting is to be held at 7.30pm on Tuesday 5 June 2007 in the Village Hall (this was subsequently cancelled & rescheduled)
