12 June 2006 at 7.00 p.m. in the Village Hall,
Everdon.

1. Minutes of the Last Meeting
Copies of
the minutes of the last Annual Parish Meeting held on 3 May 2005 were made
available to those attending this meeting.
It was the wish of those present that these minutes be signed as a
correct record.
2. Matters Arising
There
were no matters arising from the Minutes that were not covered later in the
meeting.
3.
Chairman’s Report
The
Chairman’s report was not available as he was absent due to work commitments
and therefore it was agreed his report would be displayed on the village
noticeboard and on the website.
4. Financial Report
The Clerk advised that the precept requested for this coming
year is likely the same as last year but may include additional funding for a
bus shelter (if it was to go ahead). The end of year accounts would be completed
for the Council’s next monthly meeting.
5. Reports
a) Daventry District Council – District Cllr Mr David
Jeyes
Councillor Mr D Jeyes
congratulated the successful members of Everdon Council and went onto report on
the aim to facilitate affordable housing and the proposed transfer of housing
stock to a newly formed housing association in which DCC will have an interest.
He also emphasised the Daventry Vision to make our area a place we want to live
and work in not just a dormitory area. He went on to say that the position of
DCC is that the country park will be protected. Finally he reminded everyone to

b) Northampton County Council – County Cllr Mrs Gina
Ogden
County
Councillor Mrs G. Ogden firstly thanked the outgoing Chairman Michael Pell for
all his hard work. She then went onto to cover the conservatives taking control
of the County Council, the budget which was very poor this year (second lowest
in the country)and its implications; the police and its re-organisation; the
re-organisation of the probation service; the challenging targets for the
Learning and Skills Council; schools in particular the Daventry Learning
Partnership and the proposal for a new college with a designated sixth form;
the growth of the Northamptonshire population and increase in for housing and jobs and the pressures on the
infrastructure: University status for UCN previously, Nene College; re-opening
of Northampton theatres later this year; whether there should be one or two Primary
Care Trusts and finally the strategic goals for the County.
6. AOB
The
parishioners raised the following issues:-
a) Increase in the traffic through the village
It was
agreed that the Parish Council would investigate the possibility of a weight
limit through the village and also a community speed trap.
b) The antipathy of the council towards conservation
matters (with reference to the replacement windows for the village
hall and the roof of the pub).
A debate followed. The parish
council refuted the claim stating that it had a duty to protect all aspects of
village life which included conservation. It was felt by some parishioners that
the parish council did not have a strong conservation ethos. The parish council
agreed to take this viewpoint on board. During the debate – the roof of the pub
was discussed in some detail where it was mentioned that the council had
received a letter from Kevin McCloud (from Channel 4’s Grand Designs TV
programme). It was agreed the council would check the minutes to ascertain when
this letter was brought to the
council’s attention.
c) Whether the Council would conduct a feasibility
study for the construction of a bus shelter and consult with the parishioners.
The
Council stated that a feasibility study would be conducted and full
consultation would take place with the village prior to the construction of a
bus shelter.
There being no further business, the Vice Chairman thanked all for
attending and drew the meeting to a close at 7.45pm
